HIGH ALTITUDE ELECTROMAGNETIC PULSE ( HEMP ) AWARENESS

1 day

Unclassified

Location: This course will be held at a working electromagnetics laboratory. Please inquire about on-site presentations.

High Altitude Electromagnetic Pulse ( HEMP ) protection is increasingly becoming a widespread concern. A small nuclear device, "accidentally" detonated high in space, can produce a pulse of electromagnetic energy that cripples computers and communication systems below it, while at the same time causing no injuries or visible destruction. Concerns about High Altitude Electromagnetic Pulse ( HEMP ) protection can now be found in the design of mission-critical facilities.

OBJECTIVE
This course covers the basic concepts and terminology of High Altitude Electromagnetic Pulse ( HEMP ) protection along with an overview of current military and civilian practices. It provides practical advice on ways to install, manage, and maintain HIGH ALTITUDE ELECTROMAGNETIC PULSE ( HEMP )protection.

This course meets the High Altitude Electromagnetic Pulse ( HEMP ) awareness training requirements of the following Department of Defense standards:

MIL-STD-188-125-1 : " HIGH ALTITUDE ELECTROMAGNETIC PULSE ( HEMP ) PROTECTION FOR GROUND-BASED C4I FACILITIES PERFORMING CRITICAL, TIME URGENT MISSIONS PART 1 FIXED FACILITIES "

MIL-STD-188-125-2 : " HIGH ALTITUDE ELECTROMAGNETIC PULSE ( HEMP ) PROTECTION FOR GROUND-BASED C4I FACILITIES PERFORMING CRITICAL, TIME URGENT MISSIONS PART 2 TRANSPORTABLE SYSTEMS "

WHO SHOULD ATTEND
This course is specially designed for personnel involved in the production, acquisition or management of Information Technology (IT), computers, communications, instrumentation, robotics, or other C4I or electronic devices. This course illustrates basic concepts of High Altitude Electromagnetic Pulse ( HEMP ) PROTECTION in an effective, easy-to understand manner. Current Military and Civilian Electromagnetic Environmental Effects and Electromagnetic Compatibility experts can also benefit from this short, practical course.

More about High Altitude Electromagnetic Pulse ( HEMP ) .

Exerpted and edited from " America is Vulnerable to An Electromagnetic Pulse Attack" by Kathryn Gaines 06/29/2009

If a small atomic bomb were to explode 400 km above Chicago it could fry all electronically-based technology from Chicago to Dallas affecting the infrastructure of all major cities on the east coast and as far as South Dakota.

A High Altitude Electromagnetic Pulse ( HEMP ) attack is as instantaneous as an atomic bomb blast. It moves like a wall of energy overloading, and destroying all computer based technology. Such an attack would shut down the power grid. Air traffic would be grounded, telephone, internet and other communications would be shut down. America would be reduced to the agricultural economy we had in the 1800s.

Despite having developed the technology to protect our infrastructure in the event of a High Altitude Electromagnetic Pulse ( HEMP )attack, this technology has not been integrated into our infrastructure; it has not been backed up by non-computerized components yet. High Altitude Electromagnetic Pulse ( HEMP ) is not just a theory. High Altitude Electromagnetic Pulse ( HEMP ) is a weapon and a threat to the security of our nation.

Our computerized, electronically-dependent society offers any rogue nation a perfect target: a High Altitude Electromagnetic Pulse ( HEMP ) vulnerable power grid susceptible of a sucker punch to the heart of our infrastructure. On the floor of the House, Rep. Roscoe Barlett (R-Md) recounted a story of a Russian, who, prior to the G-8 meeting said "If we really wanted to hurt you, with no fear of retaliation, we'd use a submarine launched missile. You wouldn't know its source; it came from the sea. And we'd detonate a nuclear weapon high above your country, and it would shut down your power grid and your communications for 6 months or so." Our enemies are well aware of what a High Altitude Electromagnetic Pulse ( HEMP ) attack is.

The incentive to attack America through High Altitude Electromagnetic Pulse ( HEMP ) is high because the cost to America would be catastrophic. As the 2004 commission report said that the current vulnerability of our critical infrastructures can both invite and reward attack if not corrected. Correction is feasible and well within the Nation's means and resources to accomplish. Our electric grid systems, communication networks, financial system, fuel/energy infrastructure, transportation infrastructure, food infrastructure, and most importantly water supply could be corrupted because we have yet to make the vital corrections.

If America were hit with a High Altitude Electromagnetic Pulse ( HEMP ) America could be reduced to third world status.

The cost of a High Altitude Electromagnetic Pulse ( HEMP )attack is less than that of a nuclear attack. A High Altitude Electromagnetic Pulse ( HEMP )attack does not require sophisticated developed delivery technology because the effect of the attack is so widespread.

Defensive ~ deterrence coupled with decreasing our vulnerability to a High Altitude Electromagnetic Pulse ( HEMP ) attack would to reduce the incentive to attack us.

One way of deterring a High Altitude Electromagnetic Pulse ( HEMP ) attack is to reinvest in our Ballistic Missile Defense program. Having a multi layer defense system would reduce the threat of a High Altitude Electromagnetic Pulse ( HEMP ) attack. Missile defense is a deterrence of High Altitude Electromagnetic Pulse ( HEMP )development.

To harden a system is to provide a shield which will route a High Altitude Electromagnetic Pulse ( HEMP )field away from the electronic components. Hardening also entails the use of a system monitoring device which can respond to a High Altitude Electromagnetic Pulse ( HEMP )attack. High Altitude Electromagnetic Pulse ( HEMP ) hardening would permit a graceful failure and simplified recovery after a High Altitude Electromagnetic Pulse ( HEMP )attack. Most importantly decreasing our High Altitude Electromagnetic Pulse ( HEMP ) vulnerability to a High Altitude Electromagnetic Pulse ( HEMP ) attack will reduce the incentive for a High Altitude Electromagnetic Pulse ( HEMP )attack. As defense spending continues to be cut, we are building a policy that supports and provokes anHigh Altitude Electromagnetic Pulse ( HEMP )attack. Our current High Altitude Electromagnetic Pulse ( HEMP ) vulnerability and invites a High Altitude Electromagnetic Pulse ( HEMP ) attack.

A High Altitude Electromagnetic Pulse ( HEMP ) attack would exploit a lack of planning against the High Altitude Electromagnetic Pulse ( HEMP ) threat.
